Creation branch: request a EUR 20000 payment reservation effective at 08:00 UTC.

Creation is distinct from modification with camt.048 and deletion with camt.049. The request can be executed or rejected; the requested amount alone is not proof of reserved funds.

XML validity establishes structure and datatypes. It does not establish the sender’s authority, object eligibility or successful execution.
