The meaning of pre-agreed text identifiers depends on the arrangement between members and administrator. A notice is not a machine-level payment status merely because it describes an operational incident.

The service agreement determines which optional query features, record volumes and message exchanges are supported; the broad ISO schema is not an implementation profile.

The generic Get/Return design also permits administrator-initiated information at agreed times or on an event. A pushed report has no preceding request to infer.
