Only an instruction with a transient status is within this modification workflow. The message does not reopen a settled or otherwise final instruction.

XML validity establishes structure and datatypes. It does not establish the sender’s authority, object eligibility or successful execution.

The MDR functionality describes modification of one instruction, whereas the exact XSD permits Mod to repeat from one to unbounded. The service profile must settle permitted batching; repetition alone does not establish unrestricted bulk amendment.
