Instruct a debtor agent to collect funds from financial-institution debtor accounts for financial-institution creditors.

Harbor Bank instructs Meridian Settlement Bank to collect a separate pre-authorised EUR 2500.00 from Cedar Bank for interbank services.

The MDR allows one or more direct-debit instructions for one or more creditors, in domestic or cross-border scenarios.

Both the debtor and creditor are financial institutions; this is distinct from the customer-collection role of pacs.003.

The CdtInstr layer is part of this exact schema. Do not import the no-payment-information-grouping rule from pacs.003, pacs.008, or pacs.009 as though these structures were identical.

The message does not by itself establish a debit authority or the collection rules of a particular exchange, clearing house, or scheme.
